No Fudge Budget


I was wondering how to solve budget problems within our government. I would suggest a paradigm shift in which we pay the budget in arrears.

At the end of each fiscal year any deficit would be computed by February 15th to allow for tax revisions before 1st quarter tax estimates were due in April. . Congress would then be,  by law, forced to raise taxes on all citizens to cover any annual income/expense short fall greater than -2%.  The budget shortfall would be determined by at most 5 set factors that were not open to debate for a set period of 10 years.    Upon any deficit greater that 2% all members of the Executive branch, Department heads, agency heads and the presidential staff as well as all congress members would have their  pay, benefits and pension for the following year reduced by the same percentage as the deficit for the previous year.  In the event of any tax increase caused under this rule the federal government would pay for TV time on all channels in each state and all locally  elected federal officials from that state would be by law forced to announce publicly the tax rise in a pro forma fashion that did not include any explanations for the rise other than the failure of the federal government to live within its  budget.

Congress and the executive branch  could continue to spend, legislate and earmark as they wish and  continue to raise their own pay,  however any pension and benefit reductions due to this deficit rule  would be permanent and retroactive to date of election.

The goal would be not to cut the budget but hold it in place while the economy caught up with it..Budget cuts are a fantasy at the federal level, they just won’t happen. However as most federal  politicians apparently  can’t even see that they live in the Washington fantasy world perhaps appealing to their sense of self-preservation might  awaken their sense of fiscal responsibility and reality.
